Background

The Public Authority for Persons with Disabilities (PAPD), Kuwait seeks the professional services of a Consultant in the field of Learning Disabilities to propose learning disabilities criteria to be applicable in Kuwait to explain types of learning disabilities; their degrees, percentages and classifications in order to reflect the international standards and criteria of such types of disabilities in Kuwait.

Objectives:

1. Provide background information regarding international classifications and criteria of learning disabilities.

2. Provide background information regarding regional and Arab classifications and criteria of learning disabilities.

3. Study the current learning disabilities classifications and criteria in place in Kuwait.

4. Propose a revised set of criteria for the classifications of learning disabilities in Kuwait that would reflect international standards.

5. Provide ongoing training for staff at PAPD in Kuwait on how the new proposed criteria work and apply.

Duties and Responsibilities

Provide background information regarding international classifications and criteria of learning disabilities including various classifications in international and advanced countries and different classification systems.

Provide background information regarding regional and Arab classifications and criteria of learning disabilities including exact definitions and criteria currently in place at various Arab and regional countries that are known to be advanced in this field.

Study the current learning disabilities classifications and criteria in place in Kuwait in collaboration with the PAPD and identify discrepancies in view of regional, Arab and international classifications and criteria.

Propose a revised set of criteria for the classifications of learning disabilities in Kuwait that would reflect international standards and be mindful of the local context.

Provide some ongoing training for staff at the PAPD in Kuwait on how the new proposed criteria work and applied.

Training local Kuwaiti nationals (medical and technical staff) working at PAPD on how to apply the new criteria.

A set of agreed criteria for Learning Disabilities in Kuwait.

Required Skills and Experience

The ability to speak English & Arabic fluently.

Past relevant expertise in executing similar projects.

Past relevant expertise in organizing and delivering training courses.

A PhD in the field of specialty (Learning Disabilities).

Past relevant expertise in similar criteria and classifications development.
