Job Purpose:
Responsible for helping manage the implementation of all IT business change management activities to organize and support IT Training programs for ADB staff at Headquarter (HQ) and Resident Missions (RMs).

Specifically, this position is responsible for the following areas:

·         Assessment of IT skills and organization of certification and organizing training programs for OIST staff.
·         Coordination and scheduling of IT Training for technical staff within ADB on systems supported by other departments;

The overall goals of the Business Change Management Team (BCMT) include the rollout of IT systems for ADB staff and the continued support of IT training for HQ and RM staff. This specialist is responsible for helping manage and coordinate:

·         Business change management activities for IT projects in implementation and ongoing training for these systems;
·         IT Productivity tools and the management of providers and consultants performing these roles.

Responsible for helping supervise the business change management consultants / contractors hired for business change management, IT training and web development.

Work within broad policies and objectives with supervision for unfamiliar or critical tasks.
Expected Outcomes:
1. Assessment of IT skills and organization of certification and organizing training programs for OIST staff.

·         Assist in the development and implementation of a competency and certification program for Office of Information Systems and Technology (OIST) staff that result in training courses to fill the gaps.
·         Work with Technology Division and IT Portfolio Management Unit (IT-PMU) in the budget and conduct of these courses.
·         Provide guidance and training for OIST on including Business Change Management activities into OIST Project Management (PM) Framework.

2. Coordination and scheduling of IT Training for technical staff within ADB on systems supported by other departments.

3. Business change management activities for IT projects in implementation and ongoing training for these systems.
·         Assist in implementation of online enrollment system for training courses by providing technical input and coordination between BCMT and OIST technical staff.
·         Set up and test the infrastructure to be able to train users in RM's using web conferencing technology.
·         Manage and resolve technical issues relating to IT Training environments including requests for training instances, setup of user accounts and adherence to security policies; coordination with other OIST staff on technical issues.
·         Handle contract renewals and resource allocations and budgets through Enterprise Project Management System(EPMS).

4. IT Productivity tools and the management of providers and consultants performing these roles.

·         Liaise with Helpdesk to gather report inputs and address business user concerns on system applications assigned.
·         Regularly submit reports on progress status including problems encountered and resource requirements.
·         Assist the trainers in delivering and if needed, deliver training sessions (eg. individual, classroom and remote) on in-house applications to business users both in HQ and the Field Offices.

5. Other activities:

·         Coordinate all security and audit interventions and requests (IV&V)
·         Assist BCMT contractual / consultant staff in handling Request for IT Services (RITS) and other IT systems they do not have access to.
·         Represent usability issues from BCMT to standardize OIST systems

a. Knowledge Sharing

·         Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

b. Staff Supervision

·         Provide leadership and support to reporting staff.
·         Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
·         Ensure the on-going learning and development of reporting staff.

Educational Requirements:

A university degree in Business , Computer Science, IT Management or related fields, preferably at post-graduate level or its equivalent
Relevant Experience and Other Requirements:

·         Suitability to undertake the responsibilities mentioned above at the required level.
·         At least 6 years of relevant experience on various facets of IT Training and IT Training Management.
·         Excellent oral and written communication skills in English.
·         International experience working in several countries.
